US Labor law on minimun wage - unions will form to help raise the wages for their workers and to make it so that they are paid for time worked - currently the minimum wage is $5.15 under federal law. States also have minimum wage laws - some higher than the fed - some lower; in such a case the higher wage prevails.

the point behind the proverb is that Unions will form to try to protect the worker from getting fired and being tampled on or not paid a Decent salary and when the worker would ask for a raise the company wld rather fire the employee and there was nothing stopping them. The unions are a way to ensure fair and safe working practices.
